Text copied from a PDF or an email often has a line break at the end of every line, so it won't reflow when you paste it into a document. Remove Line Breaks joins those lines back into sentences. Turn on "Keep paragraph breaks" to join the lines inside each paragraph but keep the blank line between paragraphs — usually what you want for a PDF. Leave it off to turn everything into one continuous block, for example for a form field that doesn't accept line breaks.
